Estonian Human Rights Centre was founded as a foundation on 21 December 2009. It was registered in the appropriate registry on 5 January 2010.
The Council members of the new foundation are the following:
- Tanel Kerikmäe (Tallinn University of Technology)
- Dmitri Rõbakov (teacher in history social studies, Haaberst Russian Gymnasium)
- Ülle Madise (Tallinn University of Technology, legal advisor to the President of the Republic of Estonia)
- Evhen Tsybulenko (Tallinn University of Technology)
- Iivi Anna Masso (freelance journalist)
